I think the bigger bet is needed as he doesnt want to get bluff raised, but he wants to get called by worse, by betting 90 I think most competent players pick up a ton of strength in the 3 barrel, and can put his range as very strong but almsot never the straight, and this makes bluff raising even easier knowing tigerwing is competent enough to fold almost his whole range here.
betting 140, most players would be thinking well he wouldnt bet almost the pot with a queen, or set or an overpair because of the board, and he doesnt show up with the straight here that often, so his more likely to get called than raised, which is where we get our value, and if you do get raised, then you can be pretty sure zlat has the nuts or basic nuts, as raising as a bluff makes less sense, because his hand must have some showdown value due to calling first 2 streets.
